VetsEZ is seeking a Technical Writer / Business Analyst to support a large federal healthcare technology program. In this role, you will develop clear technical and business documentation, support requirements elicitation, and help translate stakeholder needs into actionable delivery artifacts for Agile teams. You will work closely with product, engineering, testing, and government stakeholders across platform, integration, and workflow initiatives.

Responsibilities
- Gather, analyze, and document business, technical, and operational requirements from stakeholders and delivery teams.
- Produce clear and accurate documentation such as user stories, process flows, interface descriptions, SOPs, training materials, and release documentation.
- Facilitate workshops, meetings, interviews, and review sessions to capture requirements and clarify business needs.
- Support backlog creation and refinement by translating stakeholder input into features, stories, acceptance criteria, and supporting artifacts.
- Create and maintain documentation for system behavior, workflows, data exchange, and operational procedures.
- Support traceability, change tracking, and version control of requirements and documentation artifacts.
- Collaborate with engineering, QA, and product teams to ensure shared understanding of scope and expected outcomes.
- Assist with stakeholder communications, status materials, and process improvement recommendations.
- Review documents for quality, consistency, and usability across internal and external audiences.
- Help support audit, compliance, or operational documentation needs as required.
- A minimum of 5 years of experience in business analysis, technical writing, requirements analysis, or a related role.
- Strong written communication skills and the ability to tailor content for technical, business, and executive audiences.
- Experience creating documentation for software delivery, integrations, APIs, data flows, or operational procedures.
- Ability to facilitate requirements gathering and convert discussions into clear, structured deliverables.
- Familiarity with Agile delivery processes, backlog management, and tools such as Jira and Confluence.
- Strong organizational skills and attention to detail.
- Ability to manage multiple document streams and stakeholder inputs in parallel.
- Experience working collaboratively with cross-functional delivery teams.
- Bachelor’s degree in Business, Communications, Information Systems, Technical Writing, or a related field, or equivalent experience.
- Ability to obtain a Government clearance.
- Experience with Department of Veterans Affairs or other federal programs is preferred.
- Familiarity with healthcare interoperability, API documentation, or technical integration workflows is a plus.
- Experience producing diagrams, process maps, or structured requirement matrices is desirable.
- Knowledge of SAFe, DevSecOps delivery, or release management artifacts is a plus.
- Experience supporting remote and multi-stakeholder delivery environments is preferred.
