Position Summary
The Human Resources Manager will serve as the company’s first dedicated HR professional, building and owning the people operations function from the ground up. This role requires a self-starter who thrives in a fast-paced startup environment and can operate independently across all HR disciplines. The HR Manager will be a trusted advisor to the CEO and leadership team on all workforce matters, ensuring compliance across multiple states while fostering a mission-driven, high-performance culture.
Key Responsibilities
HR Operations and Compliance
Own multi-state employment compliance across California, Kansas, Texas, and Michigan, including wage and hour laws, leave policies, and state-specific regulations
Maintain and continuously improve the employee handbook, policies, and standard operating procedures
Manage all employee records, HRIS administration, and personnel documentation
Administer benefits programs including health insurance, 401(k), and equity compensation
Oversee payroll coordination and ensure accurate tax withholding across all operating states
Talent Acquisition and Onboarding
Lead full-cycle recruiting for technical and non-technical roles, including job posting, screening, interview coordination, and offer management
Design and execute structured onboarding programs that integrate new hires into the company’s mission-driven culture
Partner with hiring managers across all locations to develop role requirements and hiring plans
Build and maintain a pipeline of candidates for critical growth positions
Employee Relations and Performance Management
Serve as a trusted resource for employee relations matters, conducting investigations and resolving workplace concerns with professionalism and confidentiality
Develop and implement performance review processes, including goal-setting frameworks and feedback cycles
Support managers with coaching on performance improvement plans, disciplinary actions, and termination procedures
Drive employee engagement initiatives and retention strategies for a distributed workforce
Defense and Government Compliance
Manage background check and security clearance processes for employees supporting defense contracts
Ensure compliance with ITAR, EAR, and other export control regulations as they relate to personnel
Support the company’s readiness for government contract workforce requirements, including OFCCP/AAP obligations as applicable
Culture and Strategic HR
Champion the company’s core values and mission-driven culture across a geographically distributed team
Design and implement compensation benchmarking and salary band structures
Provide data-driven workforce insights to the CEO and leadership team to inform hiring and organizational decisions
Build scalable HR systems and processes that support the company’s growth trajectory toward 30+ employees
Required Qualifications
5-8+ years of progressive HR experience, with at least 2 years in a generalist or HR manager capacity
Demonstrated experience with multi-state employment compliance, including California employment law
Proven ability to build HR processes and systems from the ground up in a startup or high-growth environment
Strong knowledge of federal and state employment laws (FMLA, ADA, FLSA, Title VII, WARN, etc.)
Experience managing full-cycle recruiting for both technical and operational roles
SHRM-CP/SHRM-SCP or PHR/SPHR certification preferred
Bachelor’s degree in Human Resources, Business Administration, or related field
Preferred Qualifications
Experience in the defense, aerospace, or government contracting sector
Familiarity with ITAR/EAR export control regulations and security clearance processes
Experience supporting distributed/remote teams across multiple time zones
Background in early-stage startups (Series A or earlier)
Experience with HRIS implementation and administration (Gusto, Rippling, or similar platforms)
Veteran or military spouse status is valued but not required
Work Environment
Hybrid/remote with periodic travel to company locations in Riverside, CA; Parsons,KS; Austin, TX; and Michigan
